Syrian troops capture key town near Damascus

BEIRUT (AP) ? After five weeks of battle, Syrian government troops captured a strategic town near Damascus, cutting an arms route for rebels trying to topple President Bashar Assad's regime, state media and activists said Thursday.

By taking the town of Otaybah, east of the capital, the army has dealt a major setback to opposition forces, who in the past months have made gains near the city they eventually hope to storm.

With fresh supplies of weapons from foreign backers, the rebels have recently seized military bases and towns south of the capital in the strategically important region between Damascus and the border with Jordan, about 160 kilometers (100 miles) away.

The regime has largely kept the rebels at bay in Damascus, although opposition fighters control several suburbs of the capital from which they have threatened the heart of the city, the seat of Assad's power. Last month government troops launched a massive campaign to repel the rebel advances near the capital, deploying elite army units to the rebellious Damascus suburbs and pounding rebel positions with airstrikes.

The director of the Syrian Observatory for Human Rights, Rami Abdul-Rahman, said government troops regained control of Otaybah late Wednesday.

State-run SANA news agency said Thursday that the army has "restored complete control" over Otaybah. The official news services also said Assad's troops "discovered a number of tunnels which were used by terrorists to move and transfer weapons and ammunitions."

The regime and state media refer to rebels as terrorists and accuse them of being part of a foreign plot seeking to destroy Syria.

"It's a huge victory for the regime, and a big blow to the opposition that is now in danger of losing other towns and villages around Damascus," Abdul-Rahman said of the army's campaign.

On Thursday, the army was already capitalizing on the territorial gains, pounding southern suburbs of Damascus including the long-contested Daraya with artillery and air strikes, according to the Observatory. The group relies on a network of activists on the ground that also reported fierce clashes between rebels and army troops to the east of the capital.

The army's offensive to dislodge rebel fighters from neighborhoods ringing Damascus is part of the government's broader campaign to secure central provinces of Hama and Homs, and areas along the Lebanese border. The region is of strategic value to Assad's regime because it links Damascus with the coastal enclave that is the heartland of Syria's Alawites and also home to the country's two main seaports, Latakia and Tartus.

Syria's regime is dominated by the president's minority Alawite sect ? an offshoot of Shiite Islam ? while the rebels are mostly from the country's Sunni majority. Assad's major allies, the Lebanese militant Hezbollah group and Iran, are both Shiite.

Otaybah is located on a road linking Damascus to its international airport, along which rebels have been transporting weapons and other supplies from neighboring Jordan. The capital's surrounding towns and neighborhoods have been opposition strongholds during the 2-year-old conflict.

Losing control of the town will make the defense of rebel enclaves in southern suburbs such as Douma, Harasta and others very difficult, Abdul-Rahman said. The loss of the arms supply route is a major blow to opposition forces trying to overthrow Assad.

The Syrian conflict started with largely peaceful protests against Assad's regime in March 2011 but eventually turned into a civil war.

The fighting has exacted a huge toll on the country, killing more than 70,000 people, laying waste to cities, towns and villages and forcing more than a million people to flee their homes and seek refuge abroad. Millions have also been displaced inside Syria.

International aid agencies have been pleading for funds to help refugees in neighboring countries such as Jordan and Lebanon. They have also been asking the Syrian government to allow aid convoys into the country and facilitate access to the area inside cities and towns that have been affected by fighting.

The latest damage to the country's rich cultural heritage came on Wednesday, when the minaret of the landmark 12th century Umayyad Mosque in the northern city of Aleppo was destroyed during fighting in the old walled city.

If you are a bettor, you need to make a decision very carefully. According to our calculations, Hather George is the best choice, as he is in great form. ?Holy Grail? of video games valued at $38,000 bought at Goodwill for $8

A copy of Stadium Events could be worth thousands (Wikicommons)A North Carolina woman stumbled across a rare find, when she purchased an old 1980?s video game from a Goodwill store for $8. That may not sound like such a great deal. However, it turns out that the game, Family Fun Fitness: Stadium Events, may be worth as much as $38,000.

Video games are not like a fine wine; their value diminishes rapidly with most gamers lucky to get a few dollars of store credit when attempting to trade-in their used games.

Now, it may come as a surprise to some that a game released in 1986 for the original Nintendo Entertainment System (NES), is drawing such interest, currently set at a $12,000 asking price on the site Game Gavel.

The game could be worth even more than that but the copy was removed from its original packaging and appears to be in a somewhat used condition. Still, there's no doubt it's an extremely rare find.

Video games journalist Katie Williams reports that the unnamed woman spotted the ?Holy Grail? of games at the Goodwill outlet store and recalled that a similar copy made news on Yahoo when it sold for more than $10,000 as part an eBay auction.

And how will she spend the money from the jackpot game sell?

?I?m graduating this coming May with my Bachelors degree in Accounting, and the money from this unexpected find will allow us to pay off my student loans,? she told Game Gavel. ?We?ve also been saving for just over a year for a down payment on a house, and if anything is left, it will go towards that goal.?

So, why is Stadium Events the most valuable video game in history?

Only 2,00o copies of the game were ever produced, with just 200 of those ever making it into the hands of customers before the game was recalled.

Stadium Events was part of a planned series of ?Family Fun Fitness? titles produced by game manufacturer Bandai. The Family Fun Fitness controller was actually a pad connected to the NES where users would run on top of the pad to operate a video game avatar, which competes in athletic competitions like sprinting, hurdles and long jumps.

Nintendo liked the idea of the Family Fun Fitness pad so much that they bought the concept from Bandai and released it under their own banner as the Power Pad.

11 games were eventually released for the Power Pad, though none of them have proven to be nearly as valuable as the extremely rare Stadium Events.

A contact lens on the bathroom floor, an escaped hamster in the backyard, a car key in a bed of gravel: How are we able to focus so sharply to find that proverbial needle in a haystack? Scientists at the University of California, Berkeley, have discovered that when we embark on a targeted search, various visual and non-visual regions of the brain mobilize to track down a person, animal or thing.

That means that if we're looking for a youngster lost in a crowd, the brain areas usually dedicated to recognizing other objects, or even the areas attuned to abstract thought, shift their focus and join the search party. Thus, the brain rapidly switches into a highly focused child-finder, and redirects resources it uses for other mental tasks.

"Our results show that our brains are much more dynamic than previously thought, rapidly reallocating resources based on behavioral demands, and optimizing our performance by increasing the precision with which we can perform relevant tasks," said Tolga Cukur, a postdoctoral researcher in neuroscience at UC Berkeley and lead author of the study to be published Sunday, April 21, in the journal Nature Neuroscience.

"As you plan your day at work, for example, more of the brain is devoted to processing time, tasks, goals and rewards, and as you search for your cat, more of the brain becomes involved in recognition of animals," he added.

The findings help explain why we find it difficult to concentrate on more than one task at a time. The results also shed light on how people are able to shift their attention to challenging tasks, and may provide greater insight into neurobehavioral and attention deficit disorders such as ADHD.

These results were obtained in studies that used functional Magnetic Resonance Imaging (fMRI) to record the brain activity of study participants as they searched for people or vehicles in movie clips. In one experiment, participants held down a button whenever a person appeared in the movie. In another, they did the same with vehicles.

The brain scans simultaneously measured neural activity via blood flow in thousands of locations across the brain. Researchers used regularized linear regression analysis, which finds correlations in data, to build models showing how each of the roughly 50,000 locations near the cortex responded to each of the 935 categories of objects and actions seen in the movie clips. Next, they compared how much of the cortex was devoted to detecting humans or vehicles depending on whether or not each of those categories was the search target.

They found that when participants searched for humans, relatively more of the cortex was devoted to humans, and when they searched for vehicles, more of the cortex was devoted to vehicles. For example, areas that were normally involved in recognizing specific visual categories such as plants or buildings switched to become tuned to humans or vehicles, vastly expanding the area of the brain engaged in the search.

"These changes occur across many brain regions, not only those devoted to vision. In fact, the largest changes are seen in the prefrontal cortex, which is usually thought to be involved in abstract thought, long-term planning and other complex mental tasks," Cukur said.

The findings build on an earlier UC Berkeley brain imaging study that showed how the brain organizes thousands of animate and inanimate objects into what researchers call a "continuous semantic space." Those findings challenged previous assumptions that every visual category is represented in a separate region of visual cortex. Instead, researchers found that categories are actually represented in highly organized, continuous maps.

The latest study goes further to show how the brain's semantic space is warped during visual search, depending on the search target. Researchers have posted their results in an interactive, online brain viewer. Other co-authors of the study are UC Berkeley neuroscientists Jack Gallant, Alexander Huth and Shinji Nishimoto.

MPs want review into RBS/Lloyds 'bad bank'

LONDON (Reuters) - The finance ministry should examine the advantages and disadvantages of breaking up state-backed lenders RBS and Lloyds and hiving off their toxic assets into a 'bad bank', senior MPs have demanded.

The cross-party Treasury Select Committee, responsible for examining the finance ministry's policies, recommended it deliver a cost-benefit analysis in time for the government's spending review in June.

The report should also look at the impact on competition, it said.

Britain pumped 66 billion pounds into the banks to keep them afloat during the 2008 financial crisis, taking an 81 percent stake in RBS and a 39 percent shareholding in Lloyds.

The government does not have to adopt recommendations made by the committee but it would be considered unusual for it not to do so.

Officials at Britain's finance ministry could not be reached for comment. RBS and Lloyds declined to comment.

The committee has considered evidence from the outgoing head of Britain's central bank, Mervyn King, who called on the government to break up RBS so the state-backed lender could return to health and be sold to the private sector.

King said RBS needed to split off the bad assets on its books and build up capital at the remaining "good bank" so it can lend more.

However, Chancellor George Osborne appeared sceptical about the move, expressing concerns over the time it would take and the disruption it would cause when appearing before the committee.

RBS and Lloyds have already undertaken restructuring programmes shedding hundreds of billions of pounds worth of assets including the majority of their toxic assets.

RBS has said it hopes to be in a position to allow the government to start selling its shares before the next general election in 2015.

Industry and political sources have said a sale of the government's shares in Lloyds is possible before the election if they hit the 61 pence level which the government regards as its break-even price. They closed at 47.5 pence on Friday.

If someone talks about ownership of this space, the chances are that he is either a poet, someone heading to a corrective institute for lunatics or a budding dictator.

Yet, there is a specific region in space, where nations of the earth are entitled to ownership. This region consists of a single ring above the equator, approximately 35,800 km high up into space and is known as a Geostationary orbit and many more rings that are inclined to this ring above equator. A satellite placed at this height is pulled by gravitational forces of earth and moon in such a way that they exactly balance out each other, or in other words, a satellite placed here will move in an orbit with exactly same speed as that of earth. This means that for an observer on earth, the satellite appears stationary all the time. Such a satellite is extremely useful for communications and TV transmissions. Similar to Geostationary orbit, there are Geosynchronous orbits, which essentially are similar rings in space inclined to Geostationary orbit.

The International Telecommunication Union is a specialized agency of the United Nations that is responsible for issues that concern information and communication technologies. ITU's responsibilities include amongst others, coordination of the shared global use of the radio spectrum and international cooperation in assigning satellite orbits. Speaking in simple terms, ITU assigns slots on geostationary orbits to various nations, where they can place their own satellites for communications and TV transmissions. India has slots assigned to it by ITU and has placed there as many as 15 satellites so far.

Launching and maintaining satellites in Geo stationary orbits is an expensive job and very few countries of the world have capability and capacity to build, launch and maintain geosynchronous satellites. In Asia. Japan, India, Korea and China have this capability. It is customary that technologically-accomplished countries launch a satellite and provide a large number of services to a smaller country.

Research and Analysis wing or RAW, India's premier intelligence gathering service, has recently come out with reports, in which they have pointed out about Chinese plans and efforts for one-upmanship in space above Asia or in particular above south Asia. China' Great Wall Industry Corporation along with Colombo-based SupremeSAT Pvt. Ltd. in Sri Lanka, has signed an agreement with the Board of Investment of Sri Lanka, to launch a communication satellite. It also has plans for a space academy-cum- satellite ground station at Kandy. Similarly Chinese have proposed to Maldives, for a joint venture to launch satellites. Both these countries along with other neighbours of India, have vacant orbital slots but lack of expertise or the resources to put up satellites on their own.?

RAW has reported that India's Indian Spece Research Organization ISRO, is indifferent to its neighbours? needs and feels that ISRO should have been proactive in helping Sri Lanka and Maldives fill up their allocated orbital slots. After this prodding by RAW, ISRO appears to have got into act. It has now proposed to Sri Lanka that India would offer to build and launch satellites for Colombo. In an official statement it says ?A mutually beneficial cooperation arrangement for building satellites and operating them with increased coverage areas over India can be worked out so that capabilities [of] satellites can be used by both the countries.? ISRO also held talks with Maldives last week on this subject. ISRO's commercial wing; Antrix Corporation is now expected to put in an alternative proposal.

Regarding Sri Lanka, India's department of space thinks that Sri Lanka?s space programme project was at a very early stage and India could still get into the game. Though much depends on the attitude of the Sri Lanka's Mahinda Rajapaksa government post India?s stand at the UN Human Rights Council.

The rivalry between these two Asian nations is now getting extended to space also. India should perhaps help and offer such collaborations and agreements to countries like Vietnam in Indochina region as a befitting reply to Chinese one-up-manship in south Asia.

Travelers give Hawaii dogs 2nd chance on mainland

The lanky, charcoal-gray dog with a distinctive, wiry hairdo would stand out in most other animal shelters, but no one gave him a second look on Hawaii's island of Kauai.

But thanks to a tourist willing to take him across the Pacific, an Airedale Terrier-Irish Wolfhound mix named Grady now enjoys a spacious California loft with a new owner.

The Kauai Humane Society since December has been reaching out to tourists and others traveling to California and Oregon to see if they're willing to check some extra luggage ? one of the island's many stray or abandoned dogs.

When a traveler agrees, the shelter pays a reduced rate of $100 to fly the dogs on Alaska Airlines to get them to shelters in Oakland, Calif., and Portland, Ore., where most get adopted within a couple of weeks. Dogs also can make the trip as cargo at a more expensive rate.

Shelter officials attribute some of the program's success to the uniqueness of the animals. Kauai's only shelter gets a lot of stray and abandoned dogs derived from hunting breeds used for stalking feral pigs on the island.

The animals can languish for months at Kauai's shelter. But once they're sent to the mainland, the dogs are snatched up quickly because they're different from others normally offered for adoption.

"Some are kind of funny looking, unusual looking," said Laura Fulda, vice president of marketing and development at the East Bay SPCA. "They tend to be a little shy, very sweet, well-behaved and have had some training, and they are friendly toward other dogs."

Grady was brought to Kauai's shelter in November by an owner who was moving away. He didn't get much attention at first, shelter operations manager Brandy Varvel said.

"He sat there, and I never saw a single person look at him," Varvel said.

But at the East Bay SPCA in Oakland, it was love at first sight when 46-year-old Martin Sprouse saw the 50-pound dog on the shelter's website.

Sprouse, who designs modern furniture for a living, was waiting when the shelter opened its doors the next morning.

"I walked right up to him, and he gave me those big eyes and rolled over on his back," Sprouse said. "I said, 'Oh my god, dude. It's on. You are coming home with me.' He melted me the minute I saw him."

Sprouse had been seriously looking for about two weeks for a dog to adopt but hadn't found a breed he wanted. There were a lot of smaller dogs in the local shelter, mostly Chihuahuas and pit bulls.

The dogs delivered from Hawaii have been mostly mixed breeds derived from Airedales, whippets and hounds ? breeds sometimes used on the islands to hunt feral pigs. On any given day, Kauai's shelter holds about 90 dogs and 45 cats, Varvel said.

Varvel came up with the idea to fly the dogs off the island to shelters that mainly take in other breeds.

The Kauai shelter has an open-door policy, meaning all animals are accepted regardless of space. The steady influx of hunting breeds was forcing the shelter to double and even triple up on dogs in their cages, Fulda said.

Some of the dogs had been in the shelter for at least six months when Varvel contacted the California shelter in late December. Varvel initially reached out to shelters on other Hawaiian islands, but found they had the same problem.

She now talks with shelter officials in Oakland every week to discuss which dogs to send to the mainland. Operations manager James Pumphrey said some of the biggest factors considered are how long a dog has been waiting to be adopted and whether it has a friendly, outgoing personality.

Since the program's start, 24 dogs have been adopted with one or two dogs shipped each week to California. Varvel also has an arrangement with the Oregon Humane Society to take some of Kauai's puppies and small dogs.

And Grady, who was named Kruger before he was adopted, seems to enjoy his new life riding around Oakland in Sprouse's truck.

"Everyone thinks they win the dog lottery," Sprouse said. "I know I have won the dog lottery with him."

He called the gun lobby ?willful liars? and berated mostly Republican senators for ?looking for any excuse? to vote "no" on a compromise bill hammered out by Sens. Pat Toomey (R) of Pennsylvania and Joe Manchin (D) of West Virginia that would have made it harder for criminals and the mentally ill to legally buy guns at gun shows or over the Internet.

But in his comments, Mr. Obama also hinted at a distinct ?passion? gap between those who love guns and those who want to see more restrictions on gun ownership. Flanked by some Sandy Hook parents as well as former Rep. Gabrielle Giffords, a gun owner who barely survived an assassination attempt three years ago, Obama acknowledged that the 90 percent of Americans who, according to polls, support stronger background checks didn?t carry as much weight as impassioned gun supporters who have burned up the phone lines to Washington in opposition to any new federal gun control measure.

?An intense minority of gun owners intimidated senators,? Obama said.

The defeat came after several emotional meetings with gun victims, including former Ms. Giffords and families of the Newtown victims. What became the centerpiece of the push to woo reluctant Republicans was a compromise amendment by Senators Toomey and Manchin, which expanded background checks for many gun sales.

Up to 10 per cent of the population are affected by specific learning disabilities (SLDs), such as dyslexia, dyscalculia and autism, translating to 2 or 3 pupils in every classroom according to a new study.

The study ? by academics at UCL and Goldsmiths - also indicates that children are frequently affected by more than one learning disability.

The research, published today in Science, helps to clarify the underlying causes of learning disabilities and the best way to tailor individual teaching and learning for affected individuals and education professionals.

Specific learning disabilities arise from atypical brain development with complicated genetic and environmental causes, causing such conditions as dyslexia, dyscalculia, attention-deficit/hyperactivity disorder, autism spectrum disorder and specific language impairment.

While these conditions in isolation already provide a challenge for educators, an additional problem is that specific learning disabilities also co-occur for more often that would be expected. As, for example, in children with attention-deficit/hyperactivity disorder, 33 to 45 per cent also suffer from dyslexia and 11 per cent from dyscalculia.

Lead author Professor Brian Butterworth (UCL Institute of Cognitive Neuroscience) said: "We now know that there are many disorders of neurological development that can give rise to learning disabilities, even in children of normal or even high intelligence, and that crucially these disabilities can also co-occur far more often that you'd expect based on their prevalence.

"We are also finally beginning to find effective ways to help learners with one or more SLDs, and although the majority of learners can usually adapt to the one-size-fits-all approach of whole class teaching, those with SLDs will need specialised support tailored to their unique combination of disabilities."

As part of the study, Professor Butterworth and Dr Yulia Kovas (Goldsmiths) have summarised what is currently known about SLD's neural and genetic basis to help clarify what is causing these disabilities to develop, helping to improve teaching for individual learners, and also training for school psychologists, clinicians and teachers.

What the team hope is that by developing an understanding of how individual differences in brain development interact with formal education, and also adapting learning pathways to individual needs, those with specific learning disabilities will produce more tailored education for such learners.

Professor Butterworth said: "Each child has a unique cognitive and genetic profile, and the educational system should be able to monitor and adapt to the learner's current repertoire of skills and knowledge.

"A promising approach involves the development of technology-enhanced learning applications ? such as games - that are capable of adapting to individual needs for each of the basic disciplines."

The Huemul, a species of deer found only in the Latin American region of Patagonia, is bouncing back from the brink of possible extinction as a result of collaboration between conservationists and the Chilean government, says a new study.

By controlling cattle farming and policing to prevent poaching in the Bernardo O'Higgins National Park ? a vast "natural Eden" covering 3.5 million hectares ? conservation efforts have allowed the deer to return to areas of natural habitat from which it had completely disappeared.

Researchers are hailing the findings as an example of collaborations between local government and scientists leading to real conservation success, and a possible model for future efforts to maintain the extraordinary biodiversity found in this part of Chile.

The study by researchers from Cambridge, the Wildlife Conservation Society and CONAF, the Chilean national forestry commission, is released today in the journal Oryx, published by conservation charity Fauna and Flora International.

A national symbol that features on the Chilean coat-of-arms, Huemul deer are estimated to have suffered reductions of 99 per cent in size since the 19th century, according to the International Union for the Conservation of Nature.

Researchers believe 50 per cent of this decline has come in recent years, with only 2,500 deer now left in the wild.

The Huemul is a naturally tame and approachable animal, which led to it becoming easy prey for hunters, particularly with the arrival of European colonists in the area who would hunt Huemul for meat to feed their dogs.

Recent increases by local farmers in the practice of releasing cattle indiscriminately into national parkland for retrieval later in the year has damaged the habitats of endemic wildlife such as the Huemul, and, coupled with continued hunting of the species, deer populations plummeted.

The joint efforts of conservationists and researchers with government and private initiatives created a small number of field stations in this remote natural paradise on the tip of South America ? one of the least populated areas of the world, requiring a boat trip of two days along the region's stunning fjords to reach.

This created a base for monitoring endangered species and natural habitats, as well as a team of park rangers enforcing conservation laws that ? although they had been in place since the late sixties ? had never been policed on the ground.

The impact was almost immediate, within five short years ? from 2004 to 2008 ? the Huemul population in the national park not only stabilised but also began to increase, with deer coming down from the hostile mountain areas it had sought refuge in and back to the sea-level valleys where it naturally thrives.

"National parks are at the heart of modern conservation, but there has to be an investment in management and protection on the ground. You can't just have a 'paper park', where an area is ring-fenced on a map but physically ignored," said Crist?bal Brice?o, a researcher from Cambridge's Department of Archaeology and Anthropology, who co-authored the study.

"Our results suggest that synergistic conservation actions, such as cattle removal and poaching control, brought about by increased infrastructure, can lead to the recovery of species such as the threated Huemul."

For Brice?o, the "scattering" of endangered species as habitats are encroached on creates not only external threats - but also extremely limited mating diversity.

This leads to levels of inbreeding that can reach "a critical extent from which there's no return", causing susceptibility to disease and increased extinction risk, as with another Chilean mammal that Brice?o is researching called Darwin's Fox ? named for the scientific genius that first discovered it ? with barely 500 now left in the world.

The Huemul's success offers encouragement for Brice?o and others in the field: "I think it's beautiful that this has turned out to be an example of real hope for an endangered species, an example we would like to replicate."

Parents can help their children avoid alcohol pitfalls during transition from high school to college

Apr. 16, 2013 ? Prior research has shown that the transition from high school to college is a particularly vulnerable time, associated with increased alcohol use and risk of negative alcohol-related consequences. While studies have examined the effectiveness of prevention programs to address this problem, few have examined which students may benefit the most. A study of student characteristics has found that parent-based interventions (PBIs) can be effective even among those students feeling high peer pressure to drink alcohol.

Results will be published in the September 2013 issue of Alcoholism: Clinical & Experimental Research and are currently available at Early View.

"College matriculation is a vulnerable transition for many youth for many reasons," said Michael J. Cleveland, research assistant professor at the Prevention Research Center at The Pennsylvania State University and corresponding author for the study. "Increased freedoms and autonomy -- from parental control and from the structure of high school -- as well as instability -- as new friendships and romantic relationships form -- may lead to increased opportunities, and social pressures, for young people to experiment with alcohol and other substances."

Rose Marie Ward, associate professor of health promotion at Miami University, Ohio, agreed. "The transition from high school to college is constantly marked as a crucial time for alcohol interventions," she said. "PBIs stress that during this crucial transition period, communication between the parent and teen ? is highly important."

"The PBI we examined is designed to encourage parents to maintain communication with their son or daughter, consisting of an informational handbook that is distributed to parents of incoming students during the summer before matriculation," said Cleveland. "The handbook is fairly short -- about 22 pages -- and includes an overview of college student drinking, strategies and techniques for communicating effectively with teens, and tips on discussing ways to help teens develop assertiveness and resist peer pressure. The last section of the handbook is an in-depth discussion of the major reasons teens drink alcohol, including information about how alcohol affects the body. This section also addresses the issues of parent norms and permissibility with respect to alcohol use in their teens."

The researchers used data from a randomized control trial delivered to 1,900 incoming college students (988 females, 912 males) divided into four groups: non-drinkers, weekend light drinkers, weekend heavy episodic drinkers, and heavy drinkers. Student characteristics were: injunctive peer norms, which measured participants' perceptions of their friends' approval or disapproval of four specific drinking activities; descriptive peer norms, which asked participants to write how many drinks they thought were typically consumed on each day of the week by their close friends; and personal attitudes toward alcohol use.

"We examined these particular student characteristics because there is strong evidence that links these characteristics to increased risk of alcohol use," said Cleveland. "We wanted to see if these characteristics could help explain why the intervention works better for some students compared to others."

Results showed that injunctive peer norms were key, as was the timing of the PBI.

"Our study found the effectiveness of the PBI at preventing escalation to risky drinking was different for certain groups of students, and that these effects depended on when the PBI was delivered and whether or not parents were given a 'booster,'" said Cleveland. "We found that the strongest effects of the PBI were among students who -- although they themselves reported light to moderate use of alcohol -- reported very high levels of their friends' approval for drinking alcohol."

"These results demonstrate that during the transition into college, parents can still influence their teens' alcohol consumption patterns," added Ward. "Specifically, peer approval interacted with, or combined with, the PBI to predict drinking transitions. However, this study indicates that a PBI prior to the enrollment of college, and some times with booster information provided during the first year of college, is more effective than one provided after the teen starts college. PBIs are effective. This study emphasizes that their effectiveness may be determined by the beliefs of the teen."

"Our findings should be placed in the context of other evaluations of the PBI, all of which show that this intervention is a low-cost but effective tool that prevents escalation of drinking during this transition," said Cleveland. "The materials covered in the handbook are all strategies that parents can do. Both parents and peer groups are among the strongest influences on young adults transitioning to college; both continue to have influence even as young people transition from adolescence to young adulthood."

"Parents should remember that their opinion still influences their teen," said Ward. "Even if the teen has an established drinking pattern, the parent's communication concerning drinking can impact or alter the teen's alcohol consumption. At the same time, clinicians should remember that teens are still listening to their parents. When guiding a teen about their alcohol use, the clinician might encourage the teen to share materials with their parent and to have discussions concerning alcohol use, driving under the influence, drinking enough to pass out, or frequent heavy drinking. In short, the clinician might elicit the help of the parent."

Birds killed 'by same sticky agent'

A substance thought to be responsible for the deaths of more than 350 birds is probably the same as that which affected hundreds earlier in the year, experts have said.

Scientists from Plymouth University said they were "almost certain" it was polyisobutene (PIB).

It is often used by ships to make their engines work more efficiently.

The Maritime and Coastguard Agency (MCA) said it would try to determine the source.

Hundreds of birds have been found on beaches in Devon and Cornwall since Wednesday.

The RSPB South West, which is trying to calculate how many birds have been washed up dead, tweeted that so far, 40 were found at Par, 157 at Lansallos, near Polperro, 139 at Seaton, in Cornwall and 25 at Wembury.

On one section of beach between Downderry and Seaton more than 100 birds, including guillemots and gannets, were found dead on Sunday morning.

Since Wednesday, more than 170 birds have been taken to the RSPCA's centre at West Hatch, near Taunton, but 58 have died.

The South Devon Seabird Trust said it was looking after 12 birds.

In February, more than 300 birds, mainly guillemots and some razorbills, were rescued after they were covered in the substance, which the MCA said was a "fairly common chemical" carried aboard ships.

Sheryll Murray, the Conservative MP for South East Cornwall, said: "It's tragic not only for the wildlife, but also because we are a tourist constituency."

Claire Wallerstein, who has been collecting the birds for the community project Rame Peninsula Beach Care, said: "It's really heartbreaking.

"It's like something from a horror film with bodies strewn across the beach.

"A few days ago we were picking up live birds, but now nearly all of them are dead."

Jo Barr, from the RSPCA, said some of the birds which were rescued in February, had been found again covered in the sticky substance.

The RSPB has called for polyisobutene, which can be released legally under certain conditions, to be reclassified and discharges of the substance to be outlawed.

The MCA said: "We are liaising with partner agencies to find out the extent of the problem and, if at all possible, to determine the source."

Steve Hussey, from Devon Wildlife Trust, said: "This is something that actually impacts our economy here in the South West.

"We're very reliant on our natural assets and a clean sea is one of those.

"If you're making a decision as to where to go on holiday and where to spend your cash and you're seeing pictures of dead birds being washed up, that's not a very good message."

The RSPCA has urged people to contact them, rather than try to help any injured or distressed birds.

Dog walkers have been warned to keep their pets away from dead or injured birds.

NEW YORK (AP) ? The NBA has fined Oklahoma City star Kevin Durant for making a "menacing gesture," when he pretended to slice his throat after throwing down a big dunk during the Thunder's victory against the Golden State Warriors.

The play that led to Durant's costly celebration occurred with about 1:45 left in the second quarter of Oklahoma City's 116-97 win at Golden State.

DUBLIN (AP) ? With many of the European Union's economies mired in stagnation, EU officials are seeking to emulate part of the U.S. model for creating growth and jobs by fostering more private investment in businesses.

Irish Finance Minister Michael Noonan said Saturday that in the United States banks account for only 25 percent of external financing for businesses. In Europe, he said, the proportion is the opposite ? 70 to 75 percent of business financing comes from banks. He spoke at the conclusion of a two-day meeting of EU finance ministers in Dublin.

"There was a shared view that we must begin to take tangible action to assist in developing a more balanced financial system in which banks, institutional investors and public authorities all play a role in supporting long-term investment in growth and jobs," Noonan said.

This is important, he said, as many small and medium-sized businesses in the EU lack access to capital. Because Ireland currently holds the EU's rotating six-month presidency, Noonan chaired the meeting.

In January, unemployment across the 17 EU countries that use the euro hit a record 11.9 percent, with nearly 19 million people out of work. The unemployment rate for young people was 24.2 percent. And the European Commission, the EU's executive arm, predicts the unemployment rate will rise further this year.

The finance ministers also agreed to push for completion of a banking union that would create a single set of rules for banks in the union, a single supervisory mechanism and uniform procedures for winding down banks that fail. And they renewed their pledge to work together to fight tax evasion ? a practice they said many people found particularly galling at a time when government cutbacks and tax increases are wreaking havoc with their personal finances.

It is a great way to let others know what you are capable of and whether you would be a good candidate for their company. You don?t even have to do any work to get your name out there. Thanks to the service?s social networking features, coworkers and friends can recommend each other and vouch for each other in their respective industries.

This acquisition will put LinkedIn further into the spotlight of online content. ?We believe LinkedIn can be the definitive professional publishing platform ? where all professionals come to consume content and where publishers come to share their content,? LinkedIn SVP of product and user experience Deep Nishar said in a company blog post. ?Pulse is a perfect complement to this vision.?

LinkedIn has been working toward becoming a major player in the online world. The company recently launched its ?Influencer? program, which features original articles from popular companies, written exclusively for the site. Additionally, LinkedIn Today offers news aggregation to members based on what connections are reading.

Now that LinkedIn owns Pulse, it is likely that we will see more integration with the newsreader and the online social business network.
